Phil Kellam has served Virginia Beach as Commissioner of the Revenue since his election in 1997. Since then, he has transformed the commissioner's office from an outdated, bureaucratic operation into a model of contemporary management and innovation. Believing strongly in the responsibility of public officials to taxpayers since they are the ones who pay government's bills, Phil has implemented several programs and initiatives reflective of his commitment to fiscal accountability and a higher level of taxpayer advocacy.
While much progress and change occurred in the commissioner's office from 1998- |
2000, it was Phil's proposal in early 2001 to eliminate city stickers on cars that epitomized his vision and drive as a public official. A requisite for nearly 80 years, city stickers were not only a taxpayer nuisance, but had also become obsolete with the advent of technology. Armed with facts, experience and a solid plan, Phil promised to pursue the elimination of the city stickers. As a result of his successful lobbying efforts, the requirement to purchase and display city stickers was officially lifted for the City of Virginia Beach on June 11, 2002.
This year, Phil stands for re-election. He remains committed to demonstrating his interpretation of what a public official should be by continuing to work harder, reach higher and earn the support from the taxpayers of Virginia Beach.
