About Phil Kellam
 |
Phil Kellam, Virginia Beach's current Commissioner of the Revenue is a life-long resident of the city. Phil learned at an early age from his father, a judge, of the strong impact that public officials can have on people's lives. First elected in 1997 on a platform of expanding services through improving management, |
operating efficiencies and cutting costs, Phil lead the commissioner's office transformation into an example of efficiency by concentrating resources on customer service and taxpayer advocacy. In 2001, Phil was re-elected on his record and a promise to lobby and convince city council to eliminate the city sticker.
A graduate of Elon College, Phil began his career in the commissioner's office in 1982 as a Property Inspector working his way to Deputy Commissioner of the Revenue before he was elected commissioner. He is the third commissioner to serve since the city's inception in 1963 and had the opportunity to serve under the prior two commissioners as well.
Phil's position as a public official and his personal ties to the community allow him extraordinary contact with people throughout Virginia Beach. On June 30, 2001, Phil completed a term as president of the Rotary Club of Virginia Beach. He also served as treasurer and vice-president of the Princess Anne Ruritan Club. Phil currently serves as a board member for Meals on Wheels of Virginia Beach and is an active member of the Robin Hoods of Virginia Beach -- a community service organization.
On a personal note, Phil is an avid golfer who enjoys reading biographies and has recently taken up surfing (again) to keep up with his sons - Alex (17) and Jay (7). |
